Le règlement intérieur des conseils municipaux est un document obligatoire dans les communes de 1 000 habitants et plus, à établir dans les six mois suivant l'installation du conseil.
- Portée juridique : Il constitue la législation interne de l'assemblée communale et s'impose à tous les conseillers municipaux.
- Caractère obligatoire : Requis pour les communes de 1 000 habitants et plus (article L. 2121-8 du Code général des collectivités territoriales), facultatif mais recommandé en dessous.
- Contenu type : Il fixe les règles d'organisation des séances, la tenue des débats, le temps de parole, le fonctionnement des commissions et les droits d'expression des élus minoritaires.
